Briefing Book on Innovative Canadian Initiatives, Activities and Reports

 

The following summary of Canadian initiatives, activities and reports on safe schools and youth justice has been prepared and maintained through project funding from the Youth Justice Policy Division of Justice Canada to the Council of Ministers of Education, Canada. The purpose of this “briefing book” is to provide an on-going snap shot of activities across Canada. Items will be added or deleted on a regular basis. Justice Canada has announced that it will be re-tabling the changes to the Young Offenders Act and continuing its preventive approach to youth justice. This approach emphasizes partnerships with several sectors of the community. A symposium on partnerships was held in 2000. Updates on the Youth Justice Renewal Initiative are contained in a regular series of electronic Bulletins. The Department is interested in funding projects on innovative, alternative ways to deter youth crime and has called for proposals. Contact: youth-jeunesse@justice.gc.ca

The National Crime Prevention Centre, funded by Justice Canada, has funding programs on community mobilization, major research projects, mobilizing the business community  and national partnerships The Centre also publishes policy papers and supports communications networks. The approach of the NCPC is articulated in position papers such as Clear Limits, Real Opportunities,  a policy framework for 0-12 year olds, a policy framework for 12-16 year olds, a paper on Crime Prevention through Social Development  The Centre has also published a compendium of prevention approaches on their web site and maintains an electronic newsletter that is available to the public. The National Clearinghouse on Family Violence has an extensive library and produces regular reports and research summaries. The Clearinghouse has published a listing of prevention resources.

The objective of the RCMP National

Youth Strategy is to reduce youth crime and victimization. The RCMP National Youth Strategy promotes crime prevention through social development, and encourages members to work in partnership with other community members -including young people themselves. Contact:

The Caring and Respectful Schools Initiative in Saskatchewan was announced on October 16, 2000. The initiative includes curriculum resources, prevention activities, staff development and more. Contact:

The Nunavut Education Ministry is developing its Education Act, which will include a reference to a school code of conduct. The ministry is investigating the Alaska Cultural Standards as part of its approach to promoting positive school climates. Contact:

The Manitoba Education Ministry Initiative on Safe Schools is coordinated by Dennis Lucas The general emphasis is on instructional support and support for students with emotional/behavioural disorders. Incentive funding has been provided to school boards on best practices in behaviour intervention strategies

The PEI Department of Education has cooperated with the Eastern School Board to promote an anti-bullying program. The Department also cooperates with Peaceworks to promote conflict resolution programs. Contact:

The BC Education Ministry and the Attorney-General’s Ministry co-fund the BC Safe Schools Centre as part of a comprehensive provincial strategy to promote safe schools. Activities as part of this strategy include a Safe School District Contacts Network, Responding to Critical Incidents Guide, Safe School Regional Training Sessions, Regional training sessions, a Safe School Planning Guide and Resource Catalogue, Peer Mediation Guides, Focus on Bullying: A Prevention Program for Elementary School Communities and Keeping Schools Safe: A Practical Guide for Principals and Vice-Principals. The New Brunswick Department of Education is implementing its Positive Learning Policy with an extensive set of activities, summer institutes, incentive funds, materials, training and other support. Five million dollars has been set aside each year to implement the policy throughout the province. Each school district is required to have an annual plan to implement the policy. The Nova Scotia Department of Education is following up on the recommendations of an Advisory Committee on School Code of Conduct, is funding the NS League of Peaceful Schools in cooperation with the Halifax School Board, preparing a guide to promoting positive school climates and is revising its school discipline handbook. Alberta Learning is sponsoring the Safe and Caring Schools Initiative involves education partners in projects to: develop and implement prevention resources to support teaching and identify the nature and extent of violence in Alberta schools and examine related issues about governance. The Initiative has published a set of principles, developed an information-sharing protocol, funds a project through the Alberta Teachers Association, funded research on disruptive behaviours, a listing of local Alberta school, community and combined programs An annotated list of recommended teaching and learning resources is being complied by Alberta Learning and will be available in Winter, 2000. An overview of Ontario activities to promote safe schools cites a number of recent provincial initiatives. Ontario safe school activities include a Safe Schools Act (giving Principals and teachers more authority to suspend students) and an ensuing directive to school districts that includes a required Code of Conduct for schools. The Code is seen as part of a series of reforms to the Ontario school system. The education ministry has also encouraged Parent Councils to consider the use of student uniforms. A new health and physical education curriculum includes components related to personal safety. An earlier 1993 ministry directive had required school boards to adopt safe school policies and mandatory procedures to report incidents. .Earlier funding had been provided to a safe school task force.  The Ontario Premier is actively involved with corporate leaders and others in Ontario’s Promise, a voluntary effort to ensure  that all children have access to a trusted adult and a safe place after school. The Quebec education ministry division responsible for student services has published a listing of the ministry documents and resources related to safe schools.  This listing includes policy documents on student services, health and social services, safety and security of schools, drug abuse and sexual abuse. The National Crime Prevention Centre is funding a demonstration project on community coordination in Waterloo, ON, led by a local crime prevention association. A similar demonstration project is being funded in Durham, ON, where the leadership in community collaboration is coming from the school board. Another is being funded in Charlottetown, PE, through a local youth group. Other large scale projects are being funded by the NCPC in British Columbia, with ten high need communities, on fetal alcohol in Surrey, BC, with faith communities in Regina,

The Quebec education ministry is part of a provincial coalition to prevent violence in schools. The ministry has published guides for secondary and elementary programs and activities that promote a comprehensive approach to school safety.

The Youth Justice Policy Division of Justice Canada has funded a research paper on police-agency cooperation of young offending children. Other papers have examined interagency cooperation on sharing qualitative information and general information sharing among agencies, the role of the criminal justice system, legislative approaches to preventing emotional abuse and the paramountcy of the well-being of the child in child welfare legislation. Health Canada is the lead department for Canada’s Drug Strategy. It has published a number of reports on youth and drug abuse, including analysis of high risk youth needs, tips for working with youth on community projects, peer helper programs for street youth. The National Crime Prevention Centre is funding a demonstration project, Prevention and Early Intervention of Sexually Exploited Children and Youth, in Victoria, BC. This project targets children and youth aged 12 to 18 years old, particularly females, who have been newly recruited or are at risk of being recruited into prostitution. Similar project is being funded in Vancouver, BC and Edmonton, AB.

The most recent is on attention deficit disorder, with an action plan and reports from an advisory committee.
