This summary presents links to educational, planning and assessment resources as well as research on preventing crime, violence and anti-social behaviours through school-community programs and cooperation. These online and other documents have been identified through a variety of sources. Select items from the list in the right-hand margin to find links to items of direct interest to educators and other frontline workers. An Overview of the Issue The attention paid to this issue has been growing significantly, as parents, the public and policy-makers have become increasingly concerned about the anti-social behaviours, particularly the bullying, that young people experience today. Although there have been numerous media reports, one-time studies and several national surveys that report on youth, Canada does not have an effective system for monitoring the social behaviours of youth, nor of reporting on the status of related policies, programs and practices. Even the data on criminal behaviours of youth is restricted to youth court records and police statistics. There has been considerable research into the causes of youth criminal and anti-social behaviours. There are also numerous research questions relating to the interventions that can be taken with families, in schools and in the community. Research and demonstration projects have been undertaken elating to schools, but there is no authoritative, single research institute or source that can assist schools in responding to crime and violence. A promising area of research and practical experience is the use of comprehensive approaches to prevention. These involve whole school strategies such as the Effective Behaviours System (EBS) program, or comprehensive community-school programs. These strategies use multiple, coordinated interventions to create a positive school climate and a combination of instruction, cooperation with police, support services, youth and parental involvement to influence youth and adult behaviours. A consensus statement, developed by numerous organizations, captures the elements of this comprehensive school-community approach.
